Francoise Lasne at the French anti-doping laboratory at Chatenay-Malabry outside Paris. The other test — for confirmation — is being done by Professor Michel Audran at the University of Montpellier. HBOCs do not appear in urine samples, but are detectable in a blood sample three or four days after use. “We know athletes are attempting to access and use HBOCs, but we’ve never seen HBOCs in an athlete’s sample,” said Ashenden, the project coordinator for the consortium Science and Industry against Blood doping (SIAB). He said the tests for HBOCs were awaiting peer review and approval from WADA. Rabin and Ashenden said the process should be complete in two or three months. Ashenden said it was unclear how widely spread the use of HBOCs might be… 6 million in direct value added and US$372. 29 million indirectly. By contrast, additional value added from Euro 2008 with itsinvestment budget of US$159. 1 million is seen at US$86. 77 million –roughly 15 percent of the projected economic impact of a Salzburg Winter Games. Leo Wallner, IOC member and president of the Austrian Olympic Committee, said he hoped Salzburg would win votes by stressing the high security Austria offers as well as the city’s unrivalled blend of top sports venues and cultural wealth. “In the wake of the September 11 attacks there’s been much more focus on keeping the bid compact due to security reasons,” he said.

Cyprus also have fourpoints but have played one game more. Injury worries have hampered Israel’s build-up, especiallyin defence with first Yigal Antebi and then Alon Harazi beingleft out of the squad. Midfield playmaker Eyal Berkovic has been out of action forseveral weeks and has not figured in Grant’s plans for any oftheir recent matches. Cyprus also have selection problems, with German-born RainerRaufmann, who scored the equaliser in Limassol only minutesafter coming on as a substitute, absent. His place is set to be taken by Marios Neophytou ofAnorthosis Famagusta, who has scored 25 league goals this seasonand along with Yiahnnakis Okkas of Olympiakos, could causeIsrael problems at the back. ‘Cyprus are very strong in the attacking department and wewill have to do all we can to stop them,’ Grant said. Cyprus coach Momcilo Vukotic quit following the 4-1 defeatto Slovenia in Ljubljana earlier this month but was persuaded tostay on by the players.

Taylor extends SFA stay
BBC News – May 2, 2003
Taylor’s original four-year contract had just come to an end and the SFA wasted no time in extending his stay at the helm, but refused to divulge the length of his new contract. Taylor’s reign has not been without incident. He was instrumental in appointing Berti Vogts as Scotland coach, a move that has so far failed to win the approval of the Scottish public after more than a year of indifferent results. At the time, however, the move was seen as a bold and imaginative attempt to improve Scotland’s standing in the world game. Since the appointment, though, Scotland have slipped alarmingly down the Fifa rankings, where they are now below Iraq and Guatemala in 59th place, with only two competitive victories over Iceland and a friendly defeat of Canada to show for Vogts’ efforts. An embarrassing draw with the Faroe Islands and a gutless defeat in Lithuania have made qualification for Euro 2004 a tough ask… Nevertheless, Vogts and Taylor have attempted to overhaul the entire structure of grassroots football in Scotland and only time will tell whether the decision to bring the German in was the correct one. Taylor also championed the ultimately unsuccessful but ambitious joint bid with the Republic of Ireland to host the Euro 2008 finals, another decision that was met with mixed opinion in Scotland. He recently publicly criticised the use of Flower of Scotland as the pre-match national anthem, provoking much debate in the media and public arena. Taylor is seen as a moderniser and has attempted to rid the SFA of some of the cobwebs that have hung over it for many years. As the successor to such controversial figures as Ernie Walker and Jim Farry, the job is one that will always attract more critics than supporters, but Taylor has decided to extend his time in the role for better or for worse.

BBC News – Apr 30, 2003
Roland Kirchler and Mario Haas both scored in a first-half in front of just 12,189 fans and dominated by a side minus many of Austria’s more established stars. A change of personnel and formation gave the Scots more possession after the break. But they could not break down a side two places below them in 61st place in the world rankings as Vogts prepares to take on his countrymen in next month’s vital Euro 2004 qualifier. Hearts’ Andy Webster made his debut in the Scotland defence in a 3-4-1-2 formation for the friendly, with Christian Dailly playing in an unfamiliar wing-back role and Gary Naysmith moved into midfield. Veteran Derby County midfielder Craig Burley was given his first Scotland appearance for 18 months, while. Motherwell’s James McFadden was given his first start up front… Motherwell’s James McFadden was given his first start up front. Austria, looking big and strong, exploited the space on their left behind Scotland winger Paul Devlin and crosses from Michael Wagner set up two good chances in the box. Markus Schopp should have done better than to send his volley from 10 yards straight at goalkeeper Paul Gallacher then Kirchler flicked the ball just over. A Dailly header and a low McFadden drive brought Thomas Mandl into the action, but both efforts were too close to the goalkeeper to provide a series test. The Austrians threatened again with a quick break that set Wagner clear, but Gallacher palmed away his low drive from 16 yards.

However, all the new venues will leave a good legacy for ice sports in South Korea and skiing in Asia. Pyeongchang’s budget “appears to be on the low side and costs for temporary facilities and operations have not been fully integrated. ” But IOC inspectors are “confident about the financial outcome as the government is greatly involved in the project” and provincial authorities also have guaranteed to make up any shortfall.

ESPNsoccernet – Global – Wales v Bulgaria Report
go.com – Apr 30, 2003
On tonight’s evidence in the match against Bulgaria, the Wales boss shouldapproach the campaign with confidence after an enterprising performance atSwansea’s Liberty Stadium. Wales, through Ryan Giggs, Craig Bellamy, Robert Earnshaw and Carl Robinsoncould have won this friendly. But in the end it was the wasteful finishing of Tottenham’s new strikerDimitar Berbatov which stopped Bulgaria going home with a victory. Berbatov is going to be a real handful in the Premiership and he was shakinghis head in disbelief as chance after chance went begging… The Bulgarians had British-based players including Celtic’s Stilian Petrov, the captain who may be an Aston Villa player soon, while Charlton’s RadostinKishishev and Berbatov were also in the starting line-up. Berbatov was a constant threat, causing Gabbidon plenty of problems, but Walesshaded the first half with plenty of controlled possession and passing. Simon Davies and Earnshaw found space out wide to worry the Bulgarians withdriven crosses, but while Wales were pressing forward well they dare not taketheir eyes off Berbatov. In one sweeping Wales move, a superb ball from Bellamy to Robinson produced afree-kick. Giggs curled his shot from 20 yards and Georgi Petkov clawed the ballaway from his left-hand post. Wales almost went ahead when Mark Delaney’s long cross was headed down byEarnshaw for Bellamy, on the six-yard line, but his instant shot was scoopedaway by Petkov. Sloppy defending threatened to be Wales’ undoing.

If the result remains deadlocked at the end of the second period of extra time, a penalty shoot-out will determine the winners. UEFA listensUEFA decided to bring in the ‘silver goal’ system after analysing the effects of the golden goal ruling. The European body has reacted after listening to the viewpoints of a wide spectrum of representatives of the European game – including many leading coaches, who say that the golden goal rule puts far too much pressure on the match referee, and does not allow the team conceding the goal a chance to recover. Another view expressed to UEFA is that the golden goal system prompts negative football, and that the sudden end to a football match can also create safety and security problems. Good for clubs, players and fans”We believe that this will be good for clubs, players and fans,” UEFA communications and public affairs director Mike Lee said of the ‘silver goal’ system. “We have addressed the problems created by the golden goal which many in the game have identified. The new system will encourage positive football in the extra-time period, and produce a sensible and fairer ending to a game.
