The qualifying groups will be split into seven groups of six teams and one of eight. UEFA’s executive had wanted the top two from each group to go through. But the national teams c ommittee, who run the European Championship, proposed that while group winners should go through, the second and third in each group should play off, a move unpopular with larger countries, led by England and Germany, who fear fixture congestion.

In football terms, as Chelsea prepare to take on Bayern Munich in the first leg of their European Cup quarter-final at Stamford Bridge this evening, it was a spectacular own goal.
